Parking Rules

  •  Board still receiving complaints arguing that the rules are not clear.  Visitors’ spots are still taken up at night.  Natasha collaborated with  AI to create a clear rule.

  1. Designated/Unit Assigned Parking Space.
    1. “All Unit Homeowners” have one (1) parking space. Any additional vehicle must be parked off site. Unit Homeowners may use one (1) marked visitor spot for a period of 24 hours with the identifying unit number visible. Revised March 11th 2025.
  2. Visitor Space.
    1. An owner-occupied unit utilizing a visitor spot, whether it be for a houseguest’s vehicle or a homeowner’s vehicle, shall not remain in the same visitor spot for more than 24 consecutive hours. Specifically, if a vehicle is parked in a visitor spot at 10:35 PM on one night, it must not be parked in the same visitor spot at 10:35 PM the following night, regardless of whether it has been moved during the intervening time. This 24-hour limit applies to the specific visitor spot and moving the vehicle during the 24-hour period from that spot does not reset the clock. If no other space is available, the vehicle must use alternative parking on the street. Added March 11th, 2025.
      1. Visitor spaces are limited and shall be first-come-first-serve. The Homeowner’s assigned spot shall be occupied first before occupying a visitor spot. A Homeowner may not hold, save, or reserve a visitor spot for his or her unit’s additional vehicle. Added March 11th, 2025.
        1. A Homeowner may reserve (1) visitor spot with his/her vehicle for a visiting guest’s vehicle for a maximum of 3 days and shall notify Management of the guests visiting dates, along with the make, model, and color of the vehicle. Added March 11th, 2025.
        2. A Homeowner may reserve (1) visitor spot for a hired contractor’s work vehicle with his/her vehicle for the duration of the repairs or renovations, within the allowable daytime hours, and shall notify Management of the estimated time for repairs, along with the description of the vehicle.   1. Leased or Rented Units: Revised June 1st 2021.
    1. Unit owners who lease must notify the occupant(s) that they are ONLY entitled to the designated parking space for the unit. Tenant’s additional vehicles, including guests MUST use street parking. Any violations by the tenants/occupants will lead to fines levied against the unit owner.  Revised March 11, 2025

  2. Leased or Rented Units are considered income generating properties if the Homeowner/association member does not live on-site. Added March 11th 2025
  3. Any owner who resides off-site and rents a unit to a tenant must meet Philadelphia Landlord Requirements, submit his or her Philadelphia Rental License annually in addition to filing and submitting a Notification to Decision To Rent Unit form to the current Association’s management company. Amended Rules: 

  •  A parking tag will be given to all homeowners to be placed in the window (as stated in the rule) of cars parked in a visitors spot.  This tag must be in place at all times.

Delivery Trucks must back up into the lots at 5mph. 

  •  A sign regarding these rules will be placed at the entry of each driveway next to the Cobblestone signs.  Note: Leased/Rental units are prohibited from using the visitors spots.  Also, parking is not allowed on the Cresheim valley grassy area in back of the G row.   If cars are noted, please call the police.

Trash Pickup

  • If a scheduled trash or recycling collection is missed and no notice of delay from Management or The Board was received, the homeowner must return it to the unit’s patio no later than sunset the day of the missed pick up. All trash must be secured until the next scheduled collection date. Homeowners are responsible for its unit’s trash and recyclables until it leaves the property, this includes any trash left behind after collection.

This revision  was approved unanimously.

 

The new rules will be printed within the next 2 weeks and distributed.

 

Mirror for Cresheim lot

  • Now that the mirror has been installed, homeowners are complaining that the traffic cannot be seen (making a left turn from Cresheim Rd) due to several  large trucks blocking the view.

Birds

  • Homeowners discussed the memo sent out regarding birds and droppings on the decks.  Note:  The decks are the responsibility of the homeowner.  The cleanup and prevention are not the responsibility of the HOA.
  • Gutters above the Bay windows ( 2BR Master bedroom, 3BR Smaller bedrooms).  Homeowners are asked to note if you hear birds “playing” in the gutters.  Report your findings  to onyx via the portal.

Bee Hives

  •   Homeowners asked if HOA is responsible for beehives.  The homeowner is responsible to rid their residences of these pests.  A suggestion to use the Wasp spray at night was given.

Traffic Calming Measures 

  •  The board is still awaiting a response from the city.

Snow Totals for Winter 2024-2025

  • Total paid: $12,200.  With  $11,100 coming from the 2025 Budget

Concrete Bid 

  • The bid has been accepted (as outlined in notes from February).   A review of the complex will be conducted by Natash and Joyce.  A homeowner with severe damage, will receive a letter from the HOA regarding the need to replace.  Throughout the complex, a yellow dot will be affixed to those areas to be replaced.

 

New Business

  • Storm Damage:  Multiple units have received damage from their pitched roofs  from last week’s storm.    The Stucco and flashing will be sealed for these units. Note:  Leaks above the doors of bedrooms(2BR smaller room/3BR master bedroom) are to be reported to Onyx via the portal.
  • New Renters:  It has been brought to the board’s attention that new renters have moved in.  However, the owners have not notified the HOA as per our R&R.  The HOA will contact the owners to obtain info.
  • Cleanup Day:  There will be another community cleanup.  Date to be announced.
  • Landscaping:  Homeowner asked for the plan for the lot of flower boxes.  To be discussed with the landscapers.  
  • Fence Painting, Phase 2:  Will start this Spring (April/May).  Onyx/Natasha still working on ordering and installation prIcing.
  • Suggest Town Hall for April if weather permits.
